The Horizon Council is a public-private board established in 1991 to advise the Lee County Board of Commissioners on economic development issues. The Council has up to 80 members representing cities; chambers of commerce; economic development and trade organizations; community, business, and education organizations; along with various officers and at-large members.
The Horizon Council is the voice of business in Lee County. The Council’s mission is to improve Lee County’s business environment, retain and encourage expansion of existing businesses, and attract new and diversified employers. It is the only public-private partnership of Lee County Government and business leaders.

Gray Davis is the Senior Vice President and Agency Executive of BB&T Oswald Trippe and Company. He has been with the company since 2007 and has over 28 years of executive leadership in the insurance industry. Prior to entering the insurance field, Gray served as a Major in the United States Marine Corps. He is the President of the Uncommon Friends Foundation and serves on Gulfshore Business’ Community Advisory Board. In 2017, Gray was Horizon Foundation President and Horizon Council Vice Chair.

Dan Eveloff is the Regions Bank, Fort Myers-Naples City President and is responsible for all banking operations including Consumer, Business, Commercial and Private Wealth. Prior to joining Regions in 2006 he spent his first 5 years in the industry as a branch manager for Bank of America. Dan is a board member with Lee Community Healthcare and serves on the Executive Committee of the SWFL Heart Association. In 2017, Dan was Horizon Council Treasurer.

Gail Markham is the founder of Markham Norton Mosteller Wright & Co., P.A. She is a recognized leader and pioneer in her industry. She started her accounting firm in 1979 and is an award-winning entrepreneur and business leader. Gail is the visionary behind PACE Center for Girls as well as past Chair and current board member of the Industrial Development Authority. She was inducted to the Business Hall of Fame by Junior Achievement of Southwest Florida, and in 2011, was named “Woman of the Year” by Gulfshore Life Magazine. In 2017, Gail served as Horizon Council Secretary.

Christopher T. Spiro is the CEO and Chief Creative Officer of Spiro & Associates, a marketing, advertising, public relations and brand architecture firm. He launched his advertising agency and design service nearly 30 years ago and he account experience includes work for a vast array of clients for which the agency has garnered hundreds of honors locally, nationally and internationally. Chris is active throughout the Southwest Florida community giving time, talent and treasure wherever possible.
